The Colonial Secretary, Hong Kong, presents his compliments to the Under Secretary of State for the Colonies and with reference to Hong Kong despatch No. 48 of the 24th July has the honour to transmit copies of the Draft Estimates for the financial year ending March 31st 1947 together with a copy of the usual explanatory memorandum.
